A young person may have a teacher, caregiver, counselor, caseworker, and workforce partner—all committed to helping them succeed. But when those efforts aren't connected, important information, opportunities, and support can fall through the cracks.
SHIELD begins with a simple question: Who is responsible for keeping those connections intact?
At SHIELD, vulnerability is not an identity. It often arises from circumstances that threaten a young person's stability, relationships, development, or opportunities.
Our focus includes children and young adults navigating foster care, group homes, residential settings, kinship and alternative caregiving, child welfare involvement, housing instability, and transitions toward independence.
What connects these circumstances is the risk that essential support becomes fragmented, interrupted, or lost during change.
Every young person deserves continuity—regardless of their background or circumstances.

SHIELD envisions a future where support follows the young person—not the institution. A safe home, quality education, meaningful relationships, healthy development, and opportunities to thrive should not depend on whether separate organizations successfully coordinate their efforts.
Our Integrated Care Framework™ connects these essential dimensions of development, placing the young person—not the system—at the center of continuity.
